In late January, a consultant opens her relevé de carrière (official career statement) for the first time.
She worked all year, filed every quarterly declaration, paid whatever Urssaf asked for. Against the year just gone, a single line: two quarters. Not four.
Nothing was lost by mistake, the rule simply sits somewhere other than where she was looking for it.
Validating a pension quarter is not the same as having traded for three months.
It means having paid contributions on an income at least equal to an amount set each year. The calendar plays no part in the calculation: a business launched in November and invoiced well can validate several quarters, while a business run for twelve months on small amounts may validate only one.
Quarters belong to the Basic state pension: the Supplementary pension is earned in points, not in quarters.
Both are built on what you have actually contributed, never on how long the business has been registered.
The 150 hours of minimum wage rule
For micro-entrepreneurs covered by the Assurance retraite, the general state pension scheme, meaning everyone except those attached to CIPAV, one quarter is earned for each band of pensionable income equal to 150 hours of the hourly SMIC.
The SMIC is the French minimum wage, read as it stands on 1 January of that year. The count is capped at four quarters per calendar year, whatever the amount collected.
The gross hourly SMIC being 12.02 euros on 1 January 2026, 150 by 12.02 euros works out at 1,803 euros for 2026: that amount is a calculation, and no administration publishes it in that form.
The result is truncated, never rounded up.
Pensionable income of 3,600 euros in 2026 is worth one quarter and one only, not two: 3,606 euros would have been needed, so 6 euros more, to make the second line appear on the statement.
This is why an invoice settled on 2 January rather than 28 December sometimes shifts a whole year of pension record.
Watch the reference date. The SMIC was raised to 12.31 euros on 1 June 2026, but it is the SMIC in force on 1 January that sets the quarters for the year.
The June rise does not replay on the current year: it will be the SMIC applicable on 1 January 2027, whatever it is by then, that sets next year's quarters.
What is counted is not your turnover
The most common confusion is to compare Turnover directly with the 1,803 euros. The calculation does not bear on what you collect, but on a reconstructed income.
The share of the flat-rate Social contributions allocated to the basic pension is converted into pensionable income using a ratio set by regulation, then compared with 150 hours of minimum wage.
Between turnover and a validated quarter there are therefore two conversions, and neither of them shows up on the declaration.
Entitlements are calculated on the contributions actually paid, never on those that were due.
On identical turnover, a micro-entrepreneur who is up to date validates a quarter where another one, behind on payment, validates none.
A declaration filed without the payment that goes with it builds nothing: when paying is the problem, a URSSAF payment plan is worth more than a delay.
Good news on the ACRE side, however: the reduced rate costs no entitlement at all, since quarters are calculated on the flat-rate charge that would have been due without it.
The same neutralisation applies to the reduced rates of the overseas departments. The condition does not move: being up to date with payment.
The only table published for 2026 is the Cipav one
For regulated liberal professions attached to Cipav, Urssaf publishes a 2026 table expressed in turnover: 2,792 euros validate one quarter, 5,584 euros two, 8,376 euros three and 11,168 euros four.
An architect attached to Cipav collecting 9,000 euros in 2026 therefore validates three quarters: she has passed 8,376 euros, but she is 2,168 euros short of the fourth.
Those amounts are not the turnover translation of the 1,803 euros.
Cipav runs its members' pensions outside the Assurance retraite, with its own mechanics: no calculation starting from the 150 hours of minimum wage lands on these four figures, and applying them to a craftsman or a non-regulated professional would make no sense.
Outside those professions, the administration no longer publishes any turnover figure per activity.
The tables circulating with one line for sales, one for services and one for non-regulated professionals are reconstructions, not official scales.
The number of quarters depends on the income reconstructed from the contributions actually paid, and the official career statement is what counts, on the Assurance retraite website.
Frequently asked questions
Does a year without any turnover validate quarters?
No, none at all. The declaration remains compulsory, you enter 0 euros and you pay nothing, but a period without income opens no pension entitlement.
This is the point that most surprises founders whose activity starts slowly.
I am an employee already validating four quarters: is a micro-enterprise pointless?
Not for the number of quarters, which is capped at four per calendar year across all activities combined.
The contributions paid as a micro-entrepreneur do keep building entitlements that will weigh on the amount of the pension, which is not the same thing as its duration.
Does a pensioner starting a micro-enterprise improve their pension?
No. Contributions paid after the pension has been claimed increase neither the basic pension nor the supplementary one: they remain due, with no new entitlement in return.
The sums are worth doing before starting, not after.
Where can the quarters actually validated be checked?
On the relevé de carrière (career statement) in the online pension account, and nowhere else: neither the Urssaf declaration nor a blog simulator is authoritative.
