The basic state pension: what your contributions buy

The first tier of your French pension, funded without you seeing it: what the pension share of the 2026 flat-rate charge really buys, and the counter that decides.

Definition

A freelance developer pays his first quarterly declaration. In his mind, he has just paid for healthcare.

In reality, the heaviest line in what he handed over does not cover a doctor at all: it buys pension rights, and he will see no trace of them for another thirty years.

The basic state pension is the first tier of a micro-entrepreneur's retirement income.

It works on a pay-as-you-go basis: the Social contributions you pay today fund the pensions being paid today, and in exchange they open entitlements for later.

No money is set aside in an account bearing your name: what you build up is quarters and an income recorded in your pension file.

Which scheme records them depends on your activity, the Assurance retraite (the general pension scheme) for the vast majority of micro-entrepreneurs, CIPAV for the regulated liberal professions.


What the flat-rate charge buys, in euros

You never pay a separately identified pension contribution: it is already inside the single rate applied to your Turnover.

Urssaf publishes the share of that flat-rate charge allocated to each risk, applicable from 1 January 2026.

The calculation runs in two steps. A non-regulated freelance designer collecting 30,000 euros in 2026 pays 30,000 by 25.6%, so 7,680 euros of contributions.

Out of that, 46.40% funds the basic pension: 3,563.52 euros over the year.

A craft service provider collecting exactly the same amount pays, at the 21.2% rate applicable in 2026, 6,360 euros, of which 43.45% goes to the basic pension, which comes to 2,763.42 euros.

Same work, same money collected, and an 800 euro gap on what builds the pension. That gap is no gift: the designer paid 1,320 euros more in contributions to get it.

Nor is the overall rate everything you owe Urssaf: the vocational training contribution and the chamber levy come on top, and those buy no quarters at all.

These percentages apply to the charge you pay, never to turnover: applied to the 30,000 euros the designer collected, they would announce close to 14,000 euros of pension bought over the year, four times the real figure.

Another point widely got backwards in January 2026: for BNC, the share allocated to the basic pension fell, from 47.60% of the charge in 2025 to 46.40% in 2026.

It is the amount in euros that rises, because the overall rate moved from 24.6% in 2025 to 25.6% in 2026.

For BIC, the overall rate did not move that year: what changed is the internal breakdown, with CSG-CRDS giving ground to the contributions that open entitlements.

Same money taken, more rights bought.


Two tiers, one single contribution

The basic pension is not the whole pension.

The same flat-rate charge funds the Supplementary pension, which follows different rules: the basic tier counts quarters, the supplementary tier accumulates points.

Both are drawn at the same time but calculated separately, and a career statement shows them on two distinct lines.

The balance between the two depends on your scheme, and it flips from one case to the other.

Out of 100 euros of contributions paid in 2026 by a Cipav member, 29.50 euros go to the basic pension and 30.70 euros to the supplementary one: for that person, the second tier weighs more than the first.

For a non-regulated professional under the general scheme, out of those same 100 euros paid in 2026, it is the opposite: 46.40 euros against 21.00 euros.

A Cipav member does not come under the Assurance retraite: their quarters and points are held there, and nowhere else. The breakdown figures are published by Urssaf.


How many quarters, and on what basis

The final amount of the pension will depend on scheme parameters nobody can lock in today: the insurance duration required, the retirement age, the income taken into account.

What is settled each year, on the other hand, is the number of quarters recorded.

Pension quarter validation, for micro-entrepreneurs who come under the Assurance retraite, follows one rule: one quarter for each band of pensionable income equal to 150 hours of the hourly SMIC (the French minimum wage) as it stands on 1 January of that year, capped at four per calendar year.

The gross hourly SMIC being 12.02 euros on 1 January 2026, that works out at 1,803 euros of pensionable income for one quarter, a calculated amount that the administration does not publish in that form.

The count is truncated, never rounded up: three and a half bands validate three quarters, not four.

The SMIC rose to 12.31 euros on 1 June 2026, with no effect on the current year's quarters.

That pensionable income is not your turnover.

The share of the charge allocated to the basic pension is converted into pensionable income using a ratio set by regulation, then compared with the 150 hours.

Outside the regulated liberal professions, the administration no longer publishes a turnover figure per activity: the tables circulating with one line per trade are reconstructions.

For Cipav alone, Urssaf does publish a 2026 table expressed in turnover, from 2,792 euros for one quarter to 11,168 euros for four.

Warning

Entitlements are calculated on contributions actually paid, never on those that were due.

On identical turnover, a micro-entrepreneur who is up to date validates a quarter where another one, in arrears, validates none: declaring without paying builds no pension at all.

When payment becomes difficult, a URSSAF payment plan protects the pension record far better than a postponement.

ACRE relief, by contrast, costs no entitlement, since quarters are calculated on the charge that would have been due without it, subject to that same condition of being up to date.

I am employed and a micro-entrepreneur: do I validate eight quarters a year?

No, four at most per calendar year, across all activities combined.

The contributions paid through the micro-enterprise are not wasted for all that: they keep building entitlements that will weigh on the amount of the pension, which is something other than its duration.


Question

Does a retired person opening a micro-enterprise improve their pension?

No. Contributions paid after the pension has been drawn increase neither the basic nor the supplementary pension: they remain due, with no new entitlement in return.

That calculation deserves to be done before starting out, not at the first declaration.


Question

Does a year with no turnover still count?

No, it opens no basic pension entitlement. The declaration remains compulsory, you enter 0 euros and you pay nothing, but with no contribution there is neither a quarter nor recorded income.

This is the point that most surprises founders whose business starts slowly.
