This is the most common confusion. You do not declare a training activity because you intend to run one: the three-month deadline in article R. 6351-1 runs from the signature of your first training contract or agreement. Before that signature there is nothing to file, and the presentation model asks for that very date.
A micro-entrepreneur under the turnover ceiling is exempt from two of the documents other providers must supply, and hands in a presentation of their activity instead. Here is what your file must contain:
The declaration only covers professional training. Training has a professional objective, a programme and an assessment. Support that follows whatever the person is going through, with no programme settled in advance, is not training and does not have to be declared. The line matters both ways:
Registration gives you a declaration number, which you will have to put on your agreements. It is not an approval, a label or a quality check, and the administration forbids presenting it as one. What opens public and pooled funding, from the employment service, sector funds or personal training accounts, is the Qualiopi certification, which is a separate, paid and audited process.

Without the teaching and financial report, or if it shows no training actually delivered, your declaration lapses and the whole process starts again. Both the declaration and the report are free.
In January Vincent prepares a web development course and registers with the labour directorate, with no signed contract.
His declaration comes too early: he has no signature date, no audience and no course to describe.
In April a company orders two days of training. He signs, then declares straight away, with his activity presentation.
His number arrives in June. His client can now claim funding, which would not have been possible on the first invoice.
Vincent gained nothing by registering in January. What counted was the signature of his first contract, which gave him three months to file.

Yes, and that is the normal order of things: the declaration is filed after your first contract. But until you have your number, your client cannot obtain any funding from their sector fund or the employment service. It is often the client who will ask for the number before signing.
Nothing. Both filing and the annual report are free. Companies offer to handle it for several hundred euros: the process is one form and four documents, and the administration appoints no intermediary.
No, and one does not replace the other. The number certifies that you registered. Qualiopi is a certification, obtained after an audit by an accredited body, and it is what public and pooled funding depends on. You are not allowed to present your number as a state approval.
Your declaration lapses, and the whole process has to be done again to obtain a new number. The same applies to a report showing no training actually delivered.
File anyway, without waiting. The deadline is set by the labour code, but nothing stops you from putting things right, and training without being declared leaves you far more exposed. Enter the date your first contract was signed: you will see your deadline, and whether it has already passed.
